Pas de démocratie sans égalité entre les femmes et les hommes
15. avril: A Tunis et au Caire, des femmes et des hommes de tous âges et de tous bords se sont levés pour exiger la liberté, la dignité, la justice et la démocratie.Cette révolte des peuples a fait chuter des régimes dictatoriaux, en place depuis des décennies et réputés inamovibles. Elle a prouvé au monde entier la possibilité du changement et suscité un immense espoir de progrès démocratique dans la région.
Les femmes, autant que les hommes, ont joué et jouent un rôle majeur dans ce processus. Sachant que la démocratie ne peut être qu’égalitaire, il est fondamental que les femmes bénéficient d’une citoyenneté pleine et entière, dans la loi et face à la loi . Les droits des femmes sont partie intégrante des droits humains, indivisibles et universels. Dans toutes les sociétés, l’égalité entre les femmes et les hommes ne peut se concevoir que par la sécularisation du droit et la prééminence absolue des droits humains universels sur toute considération culturelle ou religieuse.
Nous appelons les pays euro-Méditerranéens, tous signataires de la Convention pour l’élimination de toutes formes de discrimination envers les femmes (CEDAW), à assurer la citoyenneté pleine et entière des femmes de cette région, sans aucune discrimination. Elles doivent participer, autant que les hommes, aux constructions constitutionnelles, aux instances parlementaires et dirigeantes, et se voir garantir l’effectivité des leurs droits. C’est pourquoi nous appelons les Etats à adopter les mesures visant à garantir l’égalité, promouvoir la parité et protéger les femmes contre toutes les formes de violence contre l’intégrité physique des femmes. Nous dénonçons toutes les formes de répression des mouvements de contestation qui ont entraîné des arrestations, des violences, des viols et des morts par milliers.
Nous appelons l’Union européenne et les gouvernements européens dont certains ont soutenu et continuent à soutenir les régimes dictatoriaux et corrompus de la région, à mettre en œuvre des politiques respectueuses de la démocratie et des droits fondamentaux, tant dans les accords bilatéraux que multilatéraux, et à encourager les processus de démocratisation dans l’intérêt commun de toute la région.
Nous appelons toutes les forces démocratiques du Sud et du Nord à exprimer leur solidarité avec les révolutions en cours en Tunisie et en Egypte, ainsi qu’avec les mouvements des peuples portés par la jeunesse dans les autres pays du Maghreb et du Moyen-Orient. Nous soutenons leur lutte pour la dignité, l’égalité, la liberté, la justice et la démocratie, pour rendre ces changements irréversibles et pour concrétiser les aspirations des peuples de la région.
Nous appelons surtout les jeunes, premier-e-s acteurs et actrices de ces révolutions, à construire ensemble de nouvelles sociétés, en imposant le respect intégral du droit et de l’égalité .

في تونس و القاىرة ، نيض الرجال و النساء من جميع الأعمار وجميع الفئات لممطالبة بالحرية والك ا رمة والعدالة
والديمق ا رطية. أدت ثو ا رت ىذين الشعبين لسقوط نظامين ديكتاتوريين استم ا ر لعقود اعتب ا ر لايمكن المس بيما . أثبتت ىاتين
الثورتين إمكانية التغيير وولدت آمال ىائمة لتحقيق التقدم الديمق ا رطي في المنطقة.
لعب النساء و الرجال و ما ا زلوا يمعبون دو ا رً رئيسياً في ىذه العممية. حيث أن الديمق ا رطية لا يمكن الا أن تستند عمى
المساواة. إنو من الأساسي أن تتمتع النساء بالم واطنة الكاممة في القانون و أمام القانون. تشكل حقوق النساء جزءاً أساسياً
من حقوق الإنسان العالمية غير القابمة لمتجزئة . في جميع المجتمعات لا يمكن تحقيق المساواة بين الرجال و النساء
دون عممنة القانون و اعطاء الأولوية المطمقة لحقوق الانسان العالمية عمى جميع الاعتبا ا رت الثقافية و الدينية.
نحن ندعو البمدان الأورومتوسطية الموقعة عمى إتفاقية القضاء عمى جميع أشكال التمييز ضد الم أ رة لضمان المواطنة
الكاممة لمنساء في ىذه المنطقة ، دون أي تمييز. يجب أن تشارك النساء ، بقدر مشاركة الرجال ، في التشكيلات الدستورية
وفي الييئات البرلمانية والقيادية ، وأن تضمن حقوقين بشكل فعال . ولذلك فإننا ندعو الدول لتبني تدابير لضمان وتعزيز
المساواة وحماية النساء من جميع أشكال العنف ضد السلامة الجسدية لمنساء ونحن ندين جميع أشكال القمع للاحتجاجات
التي أدت إلى الاعتقالات و الإنتياكات والعنف وفاة الآلاف.
كما و ندعو الاتحاد الأوروبي و الحكومات الأوروبية التي دعمت وتواصل دعم الأنظمة الديكتاتورية والفاسدة في المنطقة
لتنفيذ السياسات التي تحترم الديمق ا رطية والحقوق الأساسية في الاتفاقيات الثنائية والمتعددة الأط ا رف ، وتشجيع عممية
التحول الديمق ا رطي لصالح المصالح المشتركة لممنطقة .
و ندعو جميع القوى الديمق ا رطية في الجنوب والشمال لمتعبير عن تضامنيم مع الثو ا رت المستمرة في تونس ومصر، ومع
التحركات الشعبية التي يقوم بيا الشباب في بمدان أخرى في المغرب اولشرق الأوسط. ونحن نؤيد نضالو من أجل الك ا رمة
اولحرية والمساواة والعدالة والديمق ا رطية ، لضمان عدم الرجوع عن ىذه التغي ا رت وتحقيق تطمعات شعوب المنطقة .
و ندعو الشباب القوة المحركة ليذه الثو ا رت بشكل خاص لنبني معا المجتمعات الجديدة من خلال فرض الاحت ا رم الكامل
لمقانون والمساواة .

A call for Euro-Mediterranean support and solidarity
No democracy without equality between men and women
In Tunis and in Cairo, women and men of all ages and from all walks of life rose to demand freedom, dignity, justice and democracy. This people’s revolt brought down the dictatorial regimes that were in place for decades and that were considered as untouchable. It proved to the whole world that change is possible, and generated a great hope for democratic advance in the region.
Women, as much as men, played and are playing a key role in this process. Since democracy can only be based on equality, it is fundamental that women enjoy full citizenship in the law and before the law. Women's rights are an integral part of indivisible and universal human rights. In all societies, equality between men and women cannot be achieved but by the secularization of law and the absolute priority of universal human rights before all cultural or religious consideration.
We call on the Euro-Mediterranean countries, which all signed the convention of elimination of all forms of discrimination against women (CEDAW), to guarantee full citizenship of women in this region, without any discrimination. Women must participate, as much as men, in the constitutional constructions, in parliamentary and leadership bodies, and their rights must be effectively guaranteed. We therefore call upon the states to adopt measures that guarantee and promote equality and protect women against all forms of violence against the physical integrity of women. We denounce all forms of repression of protests that led to arrests, violence, violation and death of thousands.
We call on the European Union and the European governments, which have supported and continue to support the dictatorial and corrupt regimes of the region, to implement policies that respect democracy and fundamental rights, in bilateral as well as in multilateral agreements , and to encourage the process of democratization in the common interest of the entire region.
We call upon all democratic forces in the south and in the north to express their solidarity with the ongoing revolutions in Tunisia and in Egypt, as well as with the popular movements led by the youth in other countries of the Maghreb and the Middle East. We support their struggle for dignity, equality, freedom, justice and democracy to ensure the irreversibility of these changes and to meet the aspirations of the people of the region.
We call upon the youth in particular, the first driving force of these revolutions, to build together new societies by imposing the full respect of the law and equality.
